Norwegian Helsinki Commitee addresses EULEX judges on rule of law
(30/05-2008) The Norwegian Helsinki Committee Representative in Kosovo, Julie Chadbourne, yesterday joined a panel of international
NGOs in providing ananalysis and insight into the Kosovo justice system.
Special attention was given to its functioning for international judges and prosecutors being trained to take part in the
EULEX mission soon-to-be-deployed to the recently-declared independent state of Kosovo. Chadbourne presented the NHC's past
years of work and experience in Kosovo as a justice monitor and capacity-building supporter for domestic NGOs. Other NGOs
include Amnesty International, Human Rights Watch, and the International Center for Transitional Justice. Discussion topics
include accountability concerns; judicial independence; efficiency and oversight of the courts; coordination and collaboration
between justice actors; transparency and public outreach; strategic planning and prioritization of cases; and transitional
justice concerns, including topics such witness protection and relocation.
