      Today’s Russia: Torture and slavery exposed

      NOAS, NHC and FRI wish to invite you to an open seminar in memory of Anna Politkovskaya, the investigative journalist of Novaya Gazeta, who would have been 59 years old on 30 August had she not been brutally murdered for her work in 2006. Her brave work to expose human rights abuse in Chechnya and North Caucasus has inspired many journalists in Russia, and the Norwegian Helsinki Committee commemorates her legacy every year with a relevant seminar.

      This year, we have invited investigative journalists from Novaya Gazeta and formerly Echo Moscow who have exposed the use of slavery on FIFA World Cup construction sites in St. Petersburg, and systematic and widespread torture of gay men in Chechnya. Theses horrible cases are not unique, and we put these cases in context not only as regards slavery and torture in Russia, but also how this influences Norwegian asylum pol

      Report on the observation of the trial against Dr. Serdar Küni

      NHCs Gunnar Ekeløve-Slydal was part of an international delegation of trial monitors to Şırnak, Turkey. This report sets out the joint findings of two observation missions in the trial of Dr. Serdar Küni. An international delegation of trial monitors, composed of legal and medical health experts, observed the first hearing against Dr. Küni before the 2nd Heavy Penal Court on 13 March 2017 and the second hearing before the same court on 24 April 2017. The report reflects the observations of the international delegation of trial monitors and identifies several issues of concern in relation to the prosecution and fairness of the trial of Dr. Küni.

Den norske Helsingforskomité, Foreningen FRI og Amnesty International Norge ber i dagens VG russiske myndigheter om umiddelbart å iverksette tiltak for å stoppe overgrepene og trusler mot journalistene som har fortalt mennenes historier. I morges demonstrerte vi utenfor den russiske ambassaden og ba om full etterforskning av forholdene.

      Terskelen for å frata statsborgerskap bør være høyere

      Den siste tiden har det vært intens debatt om tilbakekall av statsborgerskap. Grunnen til at debatten har oppstått er at Regjeringen har gitt UDI i oppdrag å granske flere saker. Noen av beslutningene til UDI/UNE har skapt sterke reaksjoner. Det er fremmet forslag om at tilbakekall bare kan skje ved dom, at det må innføres foreldelsesfrist og at barn ikke skal miste statsborgerskapet på grunn av foreldres lovbrudd. Stortinget vurderer lovendringene.

      Domestic observers find elections non-free and accompanied by wide-spread control of voters

      The Norwegian Helsinki Committee was part of the EPDE mission to Armenia during the 2017 Parliamentary elections, working together with Armenian partners from the Independent Observers Public Alliance and Citizen Observer.
      - Unfortunately, despite certain technical improvements in legislation and procedures, the fundament for free and fair elections was absent also this time, said NHC's Armenia senior adviser Lene Wetteland. This is mainly due to widespread abuse of administrative resources and intimidation of voters in the period leading up to voting day, accompanied by severe violations of the secrecy of the vote in polling stations.

      NHCs Enver Djuliman participated in the round-table discussion "Russian-Ukrainian dialogue: capabilities of civil society", organised by the Civic Union Educational Human Rights House in Chernihiv in partnership with a wide group of NGOs. The OSCE Office for Democratic Institutions and Human Rights (ODIHR) and the Norwegian Helsinki Committee supported the discussion financially.

      Newspaper editor freed after being held for 18 years

      The Association for Human Rights in Central Asia (AHRCA), Civil Rights Defenders (CRD), Freedom House, International Partnership for Human Rights (IPHR), the Norwegian Helsinki Committee (NHC), Reporters Without Borders (RSF) and the Uzbek–German Forum for Human Rights (UGF) are extremely relieved to learn that Uzbek journalist Muhammad Bekjanov, the winner of RSF’s Press Freedom Prize in 2013, was released today after 18 years in prison.

      What next after the list of political prisoners?

      A new list of political prisoners has been published. International actors, who care enough on Azerbaijan, must ensure that its actions match its words: They should refer to the list of political prisoners of Azerbaijan if they are serious about their stated commitment to promote and protect democracy and human rights in Azerbaijan. Especially in a non-democratic country like Azerbaijan, where no separation of powers and no independent judicial system exists, they should acts as a democratic judiciary, highlighting human rights abuses and demanding an end to them. A serious increased international attentions and a renewed burst of efforts for the release of political prisoners is must.

Helsingforskomitéen og Amnesty beklager dette og mener dette bryter med en hovedlinje i norsk menneskerettighetspolitikk. Under finner du hele høringsinnspillet fra Den norske Helsingforskomité og Amnesty som blir presentert for Stortingets utenriks- og forsvarskomité på morgendagens høring for «Meld.       On 17 September 2016 Russia organizes elections to the 450 seats of the Federal Duma. Unfortunately, restrictions on election observation and candidate registration are already being put in place. Despite the bleak picture normally presented regarding elections in Russia, there exist however many independent voices in politics, academia and civil society that speak out for democratic values and procedures. The Norwegian Helsinki Committee invited some of them to Oslo to debate new perspectives on Russia’s elections.

      I en artikkel 25. mai skriver Dagbladet at «den amerikanske milliardæren» William Browder vil stanse en film av den anerkjente filmregissøren Andrei Nekrasov om Magnitskij-saken. Dagbladets artikkel etterlater et inntrykk av at vi kanskje alle har tatt feil av saken. Men det er ikke tilfelle. Sergej Magnitskij var en russisk varsler som ble torturert og drept i regi av russiske tjenestemenn. Han hadde varslet om at de samme tjenestemennene hadde orkestrert en omfattende skattesvindel av den russiske staten ved å stjele og bruke Browders investeringsselskaper.

      Gisseldramaet i Beslan, Nord-Ossetia 1.-3. september 2004 i barneskole nummer 1 kostet minst 385 menneskeliv, ifølge russiske myndigheter. Blant de drepte var 334 gisler, og 186 av dem var barn. – Dessverre er Beslan symptomatisk for russiske myndigheters holdning til menneskeliv, sier Bjørn Engesland, generalsekretær.

      Even though the military conflict in Ukraine is not making big headlines, it is still ongoing. Soldiers and civilians continue to die and the Minsk agreement is broken constantly. With over 10 000 deaths, and close to 2 million of IDPs, and many alleged crimes unaccounted for, the issue of accountability is high on the Ukrainian and international agenda - including on the panel debate organised by the Norwegian Helsinki Committee on 9 June where also the new report "Where did the shells come from: Investigation of cross-border attacks in Eastern Ukraine" was presented for the first time.

      Anmeldelse av russiske tjenestemenn for tortur og drap av Sergei Magnitsky

      I en anmeldelse som Den norske Helsingforekomité leverer idag til Siri Frigaard, lederen av Det nasjonale statsadvokatembetet for bekjempelse av organisert og annen alvorlig kriminalitet, navngis russiske tjenestemenn mistenkt for tortur og drap av advokaten og varsleren Sergei Magnitsky: Oleg Silchenko, Dmitry Markov og Oleg Kuznetsov. Silchenko var ansvarlig tjenestemann ved det russiske innenriksdepartementet for arrestasjonen og varetektsfengslingen av Magnitsky. De to siste var overordnete tjenestemenn ved Matrosskaya Tishina varetektsfengsel der Magnitsky døde som følge av mishandling med gummikøller.

      Our magnificent collection of art works in the exhibition we have called “Drawing for Freedom” this week exhibits at Defenders’ Days in Stockholm. The artworks, conceived by art students from the Academy of Fine Art of the Oslo National Academy of the Arts, depict current and former political prisoners in Azerbaijan. We are very happy that newly released human rights defenders Anar Mammadli, Rasul Jafarov for the first time could see the works depicting themselves.       Ny norsk praksis hindrer retten til å søke asyl

      Den norske Helsingforskomité har sammen med Amnesty International Norway og NOAS skrevet et brev til UNHCRs representant for Nord-Europa, Pia Prytz Phiri, der vi argumenterer for at lovendringene som ble innført i utlendingsloven i november er i strid med retten til å søke asyl. Dette betyr at Norge bryter sine internasjonale forpliktelser, og kan i sin ytterste konsekvens innebære at asylsøkere med beskyttelsebehov kan bli sendt tilbake til forfølgelse, tortur og i verste fall død. Brevet ble i går også sendt til innvandrings-og integreringsminister Sylvi Listhaug, samt til alle partilederne på Stortinget.

      Updated list of political prisoners in Azerbaijan

      A new list of political prisoners in Azerbaijan has just been published. The list now comprises of 80 names, as compared to the 98 which were included in the list published in August last year. Although this means that there have been some very welcome releases, the Government of Azerbaijan continues its policy of imprisoning what they consider opponents. The last few weeks, prominent human rights defenders Rasul Jafarov and Intigam Aliyev were convicted to many years' prison. In 2014, Political Prisoners in Azerbaijan received the Sakharov Freedom Award from NHC.

      On 15 October 2014, a bill which proposes criminal and administrative liability for «formation of a positive attitude to non-traditional forms of sexual relations» passed its first reading in the Kyrgyz Parliament. The Norwegian Helsinki Committee is concerned about the consequences that this bill may have for Lesbian, Gay, Bisexual and Trans persons (LGBT) in the Kyrgyz Republic, if adopted.

      Prove they are alive!

      12 years ago, on 25 November 2002, a group of political opposition leaders in Turkmenistan was accused of an alleged assassination attempt on then President Niyazov, in what appeared to be a failed political coup. The members of that group were arrested and quickly imprisoned without proper trials, along with family members and others who were swept up in the frenzy around the event. Since then, the families of the imprisoned have not received any news about them, have not been able to see them, and, in many cases, family members were also subject to imprisonment and harassment. As a member of the Prove they are alive! campaign, the NHC demand that the government of Turkmenistan government inform the families of the disappeared about their whereabouts and condition.

      A vision of a Europe with out political prisoners gathered activists and policy makers on 2 June in Berlin for a conference organised by European Stability Initiative (ESI). Senior European policy makers, parliamentarians, and human rights activists gathered to discuss what different institutions – the Council of Europe, the European Union and international human rights organisations – must do to realise the vision of a Europe without political prisoners in the near future.       Ukraine elections observed with NGO observers from Russia

      European Platform for Democratic Elections (EPDE), a network of NGOs observing elections in Europe, has been united to observe the crucial Presidential elections in Ukraine that took place 25 may. 200 trained civil society observers monitored the elections in 10 regions of Ukraine in cooperation with local observers from Opora and Committee of Voters Ukraine. Norwegian Helsinki Committee, a co-founder of EPDE, joined the mission and assisted in the coordination of the effort. Today, the mission statement was published at a press conference in Kiev.

      Fredag 9. mai 2014 starter de første kampene i ishockey-VM i Minsk i Hviterussland. Hviterussland, Europas siste diktatur, har blitt styrt med jernhånd av President Aleksander Lukasjenko de siste tjue år. I den forbindelse har Den norske Helsingforskomité, i samarbeid med Human Rights House Foundation, Norsk PEN og Amnesty International Norge laget en håndbok for journalister som skal dekke Ishockey-VM i Hviterussland, enten planen er å reise til Hviterussland, eller jobben skal gjøres med base i Norge.

      34 observatører fra 11 land i det tidligere Sovjetunionen har gjennomført valgobservasjon av årets Stortingsvalg. Valgobservatørene har blitt tatt svært godt i mot over hele landet, og har observert et valg der velgerne har stor grad av tillit til valgprosessen.       Golos victim of repressive NGO-legislation in Russia:

      Legal actions against Golos violate human rights

      On April 25, Golos was convicted for failing to comply with NGO-legislation and failing to register as foreign agents. NHC was a witness during the trial where we refuted claims that Golos has accepted prize money from us. The legislation is itself in violation of international law, and we condemn the court decision as unlawful. Golos must pay a fine of 300 000 roubles, approx. 9 500 USD. On 9 April Golos, a renowned human rights NGO conducting election monitoring in Russia, and Golos director Lilia Shibanova, was informed by the Ministry of Justice that a case is initiated against them for being in breach of the 2012 "foreign agents law”. – To initiate legal actions against a human rights organizations for not having registered as a “foreign agent”, is a violation by Russian authorities of international standards, said Gunnar M. Ekeløve-Slydal, Deputy Secretary General. The 1998 UN Declaration on Human Rights Defenders clearly states the rights of human rights defenders to receive funding from abroad.

      Coming Out St. Petersburg launches fundraising campaign

      On 19 June 2013, the Russian LGBT organization Coming Out St. Petersburg was found guilty of failing to register as a "foreign agent" and will have to pay a fine of 500 000 rubles (12 500 euro). Its director was found guilty of the same offence on 25 June 2013, and was fined 300 000 rubles (7 500 euros). To be able to handle the financial burden, the organization now launches an online fundraising campaign.

      Small Grants Fund Central Asia 2013 deadline has now passed

      The Norwegian Helsinki Committee is pleased to announce the continuation of our small grants fund for Central Asia. All organizations with project proposals related to human rights, democratization or strengthening of civil society may apply. While we are open to all good proposals, we encourage projects in Kazakhstan related to the outlying regions of the country. In Kyrgyzstan, we are particularly interested in projects addressing the basic human rights of vulnerable groups as well as legal initiatives. In Tajikistan, strengthening of the media and the rights of children is important. However, we are open to original and innovative ideas.

      Full-fledged democracy in Hungary not saved

      The report "Democracy and human rights at stake in Hungary", published by the Norwegian Helsinki Committee (NHC) on 23 January 2013, describes how Viktor Orbán’s government centralised power after taking office in 2010 by undermining the independence of courts and putting media freedom under pressure.

      The report was met with considerable criticism from Hungarian authorities, claiming that it overlooked important factors, exaggerated problems, was biased against the current government, and neglected its concessions to international criticism and Constitutional Court decisions. In particular, Hungary’s ambassador to Norway, Mr Géza Jeszensky, issued a 4 ½ page critical letter to the NHC outlining his government’s response, while Ferenc Kumin, Deputy State Secretary for International Communication, responded very negatively to the report in his blog.

      In this Q&A, the NHC outlines its position on some of the main points raised in these discussions. In addition, some comments are given to the extensive amendments of the Fundamental Law (the Constitution) of 11 March 2013. The amendments caused renewed concerns that the government’s project of centralisation is ongoing despite strong domestic and international criticism.

      5.-10. februar har Den norske Helsingforskomité nok en gang gleden av å være medarrangør for dokumentarfilmfestivalen Human Rights Human Wrongs, som i år finner sted for femte år på rad.

      Russian Golos and Lilya Shibanova received Andrei Sakharov Freedom Award 2012 at NHC 35th anniversary

      Russian Association 'Golos' was presented the Sakharov Freedom Award at a ceremony which also marked Norwegian Helsinki Committee 35 years' anniversary on 23 October. Lilya Shibanova accepted the award on behalf of the organisation she leads. - It is a great honor to receive the Sakharov Freedom award. The recognition comes at a very important and suitable time for us, were Russian democracy is dwindling and organisatons like ours are under fierce attack from the authorities. The anniversary was also celebrated by a well attended seminar opened by Foreign Minister Espen Barth Eide.

      On 12th December 2012, Norwegian Helsinki Committee was among twelve civil society organisations supporting or conducting citizens’ election observation in the states of the Eastern Partnership, the Russian Federation, Norway and the European Union who launched the European Platform for Democratic Elections (EPDE) in Warsaw.

      On 7 October 2006, our friend and colleague, the courageous Russian journalist Anna Politkovskaya was shot and killed outside her apartment in Moscow. No one has been convicted for the murder. Anna Politkovskaya gave voice to the victims of the conflict in Chechnya, and no one has been able to quite fill her place. The on-going human rights crisis in the North Caucasus has faded from the public mind.

      “After Sergei Magnitsky, lawyer of the Heritage Capital management was beaten to death in a Moscow jail for uncovering fraud by Russian authorities, CEO in Hermitage Capital Management Bill Browder has devoted himself to publicising the case. As a result, the US is close to passing a dramatic human rights law, naming the 60 Russians identified by Browder as being responsible for the false arrest, torture and death of Sergei Magnitsky. The act, which has been ferociously resisted by the Kremlin and the US administration and some business interests, would freeze the foreign assets of, and deny visas to, those named individuals.” Financial Times Magazine, 27 July 2012.

      Dialogmøte- Utvalget for undersøkelse av statens politikk overfor romanifolket/taterne

      Dialogmøtet vil finne sted i Helsingforskomiteens kontorer i Kirkegata 5 i Oslo, mandag 10. september 2012, fra klokken 16.00-19.00. Vi håper at flest mulig av romanifolket/taterne kan bli med for å diskutere spørsmål knyttet opp mot temaene arbeid, utdanning og identitet.

      Menneskerettigheter i Grunnloven

      Helsingforskomiteen og Amnesty International Norge svarer på spørsmål:

      Menneskerettigheter i Grunnloven

      Stortingets menneskerettighetsutvalg har foreslått en begrenset revisjon av Grunnloven for å styrke menneskerettighetenes stilling. Hvis Stortinget følger opp forslaget vil Grunnloven få et eget kapittel med sentrale menneskerettigheter. Dette kan skje allerede i 2014, ved 200-årsjubileet for Grunnloven.

      Helsingforskomiteen og Amnesty International Norge er positiv til utvalgets forslag, men mener at “retten til å søke asyl” burde vært inkludert. Det burde heller ikke være mulig å fravike religionsfriheten i krigs- eller krisesituasjoner.

      A Chronicle of Violence: Report details June 2010 events in Kyrgyzstan

      The report “A Chronicle of Violence: The events in the south of Kyrgyzstan in June 2010 (Osh Region)”, published today, gives a detailed chronology of the events in the Osh Province in the period 29 April to 15 June 2010, as well as an analysis of available information and statistics related to the violence in the south of Kyrgyzstan in June 2010. The 200-page report was prepared by Memorial Human Rights Center (Russia), the Norwegian Helsinki Committee (Norway) and Freedom House (USA).

      NHC Annual Report 2011

      In the NHC's 2011 Annual Report, you can read about Ales Bialiatski, the head of the well-known human rights organisation Viasna in Belarus, who in October 2011 was sentenced to four-and-a-half years in prison, the denial of war crimes committed in the Western Balkans and about our reopening of the NHC representative office in Kazakhstan and the strikes and killings in the west of the country. The annual report also gives an account of the developments in all the countries and regions the NHC is involved in, in addition to an overview of all the NHC's activities in 2010.

      Small Grants Fund Central Asia

      The Norwegian Helsinki Committee is pleased to announce the continuation of our small grants fund for Central Asia. All organizations with project proposals related to human rights, democratization or strengthening of civil society may apply. While we are open to all good proposals, we encourage projects in Kazakhstan related to the outlying regions of the country. In Kyrgyzstan, we are particularly interested in projects addressing the basic human rights of vulnerable groups as well as legal initiatives. In Tajikistan, strengthening of the media and the rights of children is important. In addition to our regular program, we are glad to announce that additional grants have been allocated for smaller projects in Kazakhstan. These grants may be up to 9,999 USD, and are intended to support projects in more outlying regions of the country. The deadline and other requirements are the same.

      Helsingforskomiteen klager Brennpunkt-dokumentar om Srebrenica til PFU

      Helsingforskomiteen har klaget NRK til Pressens Faglige Utvalg (PFU) for brudd på Vær Varsom Plakaten i forbindelse med visningen av Brennpunkt-dokumentaren Byen som kunne ofres, som ble vist av NRK tirsdag 26. april 2011. Helsingforskomiteen har også sendt klage til Kringkastningsrådet i sakens anledning. NRK svarte på Helsingforskomiteens klage i et tilsvar 23 august 2011. Helsingforskomiteen har nå skrevet kommentarer på NRKs tilsvar. Du kan lese begge under. Klagen vil bli behandlet i PFU 20. oktober, og i Kringkastningsrådet 27 oktober.

      Human Rights Human Wrongs 2012

      Den norske Helsingforskomité er sammen med Oslo Dokumentarkino og de andre organisasjonene som utgjør Menneskrettighetshuset i Oslo medarrangør av dokumentarfilmfestivalen Human Rights Human Wrongs 2012, som for fjerde året på rad blir arrangert på Parkteatret i Oslo 7-12 februar. Årets program er sterkere enn noensinne, og vi skal i år vise 13 filmer fra ni land, hvorav 8 av filmene er norgespremierer. I tillegg er vi ekstra stolte av å kunne presentere en av verdens fremste tenkere om ikke-vold, Gene Sharp, som har inspirert en hel generasjon til opprør mot autoritære regimer. Sharp vil snakke under et spesialarrangement på Vika kino tirsdag 7 februar klokken 18 i forbindelse med at vi viser filmen How to Start a Revolution, som bygger på Sharps omfattende arbeider.

      Ales Bialiatski - the head of Human Rights Centre Viasna arrested

      Yesterday, August 4, Ales Bialiatski, the head of Human Rights Centre (HRC) Viasna and the Vice- President of International Federation for Human Rights (FIDH) was arbitrary detained in Minsk. The Norwegian Helsinki Committee is deeply concerned with Ales Bialiatski's detention, and Secretary General Bjørn Engesland says "We will demand the immediate release of our colleague and good partner Ales Bialiatski by using all appropriate means we have."

Kronprinsen velger ikke å delta som planlagt ved åpningen av den årlige olje- og gassmessen International Caspian Oil & Gas Exhibition & Conference 6.-7.juni 2011 i Baku, Aserbajdsjan, da deltakelsen vil kunne gi signaler som kan misbrukes av ett av Europas siste og mest autoritære regimer. Raftostiftelsen og Human Rights House Foundation slutter seg til anmodningen til Kronprinsen.

      Azerbaijan's Dark Island: Human Rights Violations in Nakhchivan

      (29/01-2010) This report tries to provide a full assessment of the grim human rights situation on the ground in Nakhchivan, which is the most repressive and authoritarian region of Azerbaijan, where the political scene is characterised by uncertainty, and where a sense of public apathy is likely to stem from and geographically. The report is based on field research, interviews and a handful of published articles. For security reasons, most of the people interviewed are not named.

      Ny rapport: Persona Non Grata

      The Norwegian Helsinki Committee's new report Persona Non Grata: The CIS ban system for human rights defenders and journalists, shows that over the past several years, six members of the Commonwealth of Independent States (CIS) have developed a common system reminiscent of the Schengen system in Europe, where individuals who are denied entry to one of the six member states automatically are denied entry to the others.
