The workshop, organized in Brussels on 28-29 March 2011, aimed to analyze outcomes of the Universal Periodic Review, as well as recommendations made for this and other human rights mechanisms. NHC participated along with other NGOs, National Human Rights Institutions and States from across Europe. NHC called on states to use the UPR as an opportunity to put political weight behind the expert advice from other UN and regional bodies. NHC agreed that the vagueness of UPR recommendations is a problem, and recommended states and NGOs always to put recommendations in context of what the consolidated stakeholders report and the summary of UN human rights system considerations. – In that way, vague recommendations can become operational in addressing real human rights problems, said Ole Benny Lilleås, NHC adviser.

The Norwegian Helsinki Committee participated in a workshop hosted by the United Nations High Commissioner for Human Rights’ regional office for Europe.
