Submission regarding Norway’s 9th periodic report to the UN Committee Against Torture

NGO-Forum has, on behalf of Amnesty International Norway, Jussbuss (free legal aid clinic), Legal Counselling for Women, the Human Rights Committee of the Norwegian Bar Association, the Human Rights Committee of the Norwegian Psychologist Association, the Norwegian Helsinki Committee, and the Norwegian Red Cross, submitted comments on Norway’s 9th periodic report to the UN Committee against Torture (CAT).

The present report has been drafted by the above-listed organisations, which are members of the Norwegian NGO-Forum for Human Rights, and reflects their main concerns and priorities. The organisations have drafted different parts of the report and may not have policies in sections that address issues beyond their mandates.

In addition, the following NGO Forum member organisations have endorsed the report: Plan International Norway, the International Commission of Jurists Norway (ICJ Norway), the International Society for Health and Human Rights, the Norwegian Organisation for Asylum Seekers (NOAS), and the Norwegian Centre Against Racism.

The report has been prepared as input for the UN Committee against Torture (CAT), which is considering the Norwegian state report during its 9th reporting cycle in 2026.

The themes of the report have been selected to address issues raised in the 2018 CAT Concluding Observations for the 8th reporting cycle, as well as other issues deemed important. Each section title includes a reference to the list of issues and the CAT’s 2018 Concluding Observations.

The report is not intended to be a comprehensive and conclusive statement on the issues under the Convention. The fact that an issue is not addressed does not mean it is not a relevant human rights concern under the Convention.

The report was edited by Gunnar M. Ekelove-Slydal, Deputy Secretary General of the Norwegian Helsinki Committee.
