Norway must support a Special Tribunal for Ukraine

In a letter to Norway’s Foreign Minister, Anniken Huitfeldt, the Kyiv-based Centre for Civil Liberties, the Norwegian Helsinki Committee, and the Norwegian section of the International Commission of Jurists (ICJ Norway) urge Norway to support the establishment of a Special Tribunal for the crime of aggression (illegal war) against Ukraine.

The Tribunal is necessary to ensure that the Russian leadership will be made accountable since the International Criminal Court (ICC) does not have formal jurisdiction over this crime against Ukraine.

The letter argues that aggression is the primordial crime leading to other international crimes all over Ukraine. Norway should signal that it will support ongoing efforts by Ukraine, the EU, and other states and stakeholders to create the Tribunal. The Centre for Civil Liberties is one of this year’s Nobel Peace Prize laureates and has been a strong supporter of establishing the Tribunal for a long time.
